Is wheat beer a lager?
Wheat beer and lager can be the same and they can be different. The key to understanding why some wheat beer types are considered a lager and others are considered an ale, is about understanding the kinds of fermentation that beer has to go through in order to become a beer in the first place.
When you make an ale, you use ale yeast and you can expect your wort to turn into drinkable ale within just a few weeks. When you make a lager, you use a lager yeast and store your wort in a much colder environment and wait a few months for a drinkable brew. Traditionally, ale was made much more widely than lager because it was easy, and you could do it at home. You probably didn't want to store the final product for more than few weeks anyway which was good because ale doesn't store as long as lager does anyway.
When it comes to wheat beer, you can make either from it. The difference is in the malt. To make a beer you need some grain first. Traditionally, you would use malted barley grain, but wheat beer uses mostly wheat malt at least a 51% proportion of wheat to qualify as a wheat beer.
Wheat beer , or witbier, was generally made in Belgium and some parts of Holland and Germany but sort of went out of production once hops was introduced to their beer making communities. More recently, varieties of wheat beer have seen a resurgence under the world-wide craft beer movement, and you are seeing more and more wheat style of beer production popping up at home here in Australia, in Belgium again, and elsewhere in the world.
